CHECKING ACCESS
Monitoring of access constitutes a key element for the application of safety of the harbour installation. It makes it possible to achieve goals such as: Information, directing visitors, Detection of attempts at intrusion, Participation in the emergency plan for the site. Vehicle traffic in the harbour is forbidden or on foot for any person who is not connected with harbour activity.
In order to be able to justify their status, in particular during random checks, people wandering in the harbour installation must be provided with access authorization issued by a security agent for the harbour installation. Access authorization is issued for the requirements of development, maintenance or any occupation considered useful by the operator. It is precarious and revocable by the authority which issued it. It is applied through the use of an access card and a sticker.
The access card authorizes the holder to gain access to the area. It is allocated subject to conforming to the safety requirements and various checks. The sticker affixed on the windscreen of the vehicle, authorizes the holder of the access card to gain access at the wheel of his vehicle in the supervised area and to possibly carry passengers. The access of passengers is placed under the responsibility of the driver who ensures the application of the safety and security requirements.
APPLICATION FOR RESTRICTED AREAS
The harbour installation comprises areas inside which the access of vehicles and pedestrians is more specifically restricted in a permanent or temporary manner. The Port Mole constitutes a regulated area with restricted access which is permanently supervised. Any person wishing to reach the Port Mole must be in possession of a sticker for access of his vehicle and a harbour access card specifying access to the Port Mole.
LA GESTION DES ZONES DE MANUTENTION
L’accès aux zones de manutention est soumis à autorisation du chef de manutention présent sur le chantier. Les risques d’accident sont nombreux, la pénétration dans ces zones de travail est réservée aux professionnels portuaires.
MANAGEMENT OF HANDLING AREAS
Access to the handling areas is subject to authorization of the manager in charge of handling present on the site. The accident risks are numerous and access to these working areas is limited to harbour professionals.
