Presentation

Safety is a specific concept quite distinct from safety :

Safety deals with deliberate attacks on people and goods :
Out of spite

Safety deals with fortuitous attacks on people and goods :

the accident.

WHY DOES ONE SPEAK ABOUT SAFETY IN PORTS AND SHIPS ?

For some years the threats aimed at international transport have progressed with attacks
(September 11, 2001), thefts or quite simply vandalism.

This generated an awareness by Countries of which the direct consequence has been the drafting of a new regulation, the ISPS * code, by the International Maritime Organization (IMO).  This code relates to the safety of ships and harbour installations.  It applies to international traffic.
It is supplemented by European regulation (EC) no 725/2004 for decrees and national circulars.

* International code for harbour safety of ships and installations
